    Starting Cards Inclusion

Do the starting basic action cards count toward your 3 of the same color limitation?

If so, can they be discarded to allow a better action card to be used in your play area?

All of your in play cards count towards the 3 card limitation.

You can also discard one of the basic cards, according to page 6 of the rulebook:

"If you would like to play a fourth card of that color, you can discard one of the three cards already in your play area to make room for the new one."

I don't see a real reason why you would do this, but I just wanted to ask about it from a rules standpoint.
You must be placing a 4th card to get rid of another.
