		<description><![CDATA[I want to use the same ratio of cards suggested in the rulebook. For the starbase deck, I&#039;m going to look at all the set up and manuever cards and figure out how many of each I think are necessary and use those as the 41 setup/maneuver cards for all scenarios.

For the 47 personnel cards, for exploration and Borg I will &quot;randomly&quot; pick although I will have roughly equal amounts of personnel per affiliation and cost. For the Klingon Scenario, I will use all the Klingon personnel and then the &quot;random&quot; method mentioned above for the remaining personnel. I will do a similar method for the Romulan scenario.

For ships, I will have a majority of the ships be 25 cost with a few 50 and a couple 75. I haven&#039;t figured out ratios yet

For exploration, I will use 25 random mission/event cards, but I will probably include all of the hidden cards or none of the hidden cards each game

For Borg scenario, I have not decided if I want to randomize it or keep the two scenarios separate.]]></description>
