No. A mission that requires XP requires the expenditure of XP on the mission - you would spend it in the same way you would to buy a card, so on a turn that you had already spent all your XP and turn over such a mission, you would not be able to then complete it. (Thus why I generally explore early in the turn)

Actually that is not correct.
In order to complete a Mission with an XP requirement, you simply need to have that much XP among the cards in your bridge. Weather it was spend or not has not impact on that. XP is a threshold that just needs to be reached or exceeded.
Ah. And that's even in the FAQ at the back of the rulebook, too. I'll get the hang of this eventually.
