Space Deck Cards Question and Inconsistant wording

I have a couple questions about cards in the space deck

there is some inconsistency in the wording and I would like some clarification. All the wording i am refering to is contained in the grey box at the bottom of the card

1) Border Incursion
Do the basic characters get the stats during the battle or is it the characters of the person that wins it that gets it

2) Flag ships
some of the wordings say if this is your flag ship and some don't for example, unknown vessel says if this is your flag ship do x. where as the enterprise (the smaller one) and Raider do not say "if this is your flag ship" do you still get the effect?

3) hidden Cards
Can i request a point total from someone? Also could the one that switches items get a hidden item?

Tacking onto these great questions, I'm going to add a number 4 in a similar vein to question 3:

4) Discard pile
Can a player look at another players discard pile? In Magic, for example, you are allowed to look through, but not reorder, another players discard pile, can you do the same in this game? (useful for trying to figure out what's in someone's hand and deck when using discard cards).

Alright lets see if I get these answers right:
1) Border incursions effect only works during the battle. Its effect would have to mention that it could work (which is only the item mission cards)
2)If the effect does not mention it being "Your flagship" its affect will always be on. When it becomes your flagship the stat changes (like enterprise) count only yourself. Note you do not get the flip effect of those cards when they become your flagship.
3) Techniqly no rules say you cant get a point total but you cant argue about what the hidden cards value is as its "Hidden". Since the hidden cards are item cards you can techniqly get them randomly from effects.
4) You can if you want; no card effect requires the discard pile to be in order.
