Combo Bonus Card: Mercenary Mode

I feel the rules on the Combo Bonus Cards are a bit unclear.

1. What happens if you draw a Combo Card but do not have a Combo Pile already?
Is t just a wasted draw? Would it be more balanced/not be a wasted card if it gave you +1 Explore, or continued your combo into the next turn?

2. Also, the Combo Bonus adds to the multiplier, but am I correct in thinking it adds +1 to every Infected in the pile AFTER applying the multiplier?
