Yes, Toughness reduces each instance of damage by 10 and each Symbol of Evil or Vengeful Intention is one instance of 10 damage.

Backstab, buying the Actions before they do, or dropping them to 10 health, forcing them to Trash the Symbols solve the problem directly. You can negate the bonus with the Single Shot Rifle with Scope or cluttering thier inventory with junk using the Rebeccas from Premier or Mercenaries.
