Each card can be used once. The only exception to this rule is the ammo x20 which actually says "this type of ability can only be used once per turn."
This has been a point of disagreement among my table top friends since the first RE DBG. On page 5 of the game manual (v.5 0), in regards to action cards, it says, "Bonus Icons: The extra bonuses you are getting during the turn the card is played. Apply these Bonus Icons before applying the effect." On page 13, under Playing Actions(s), it says, "A Player must finish all effects of the current Action before another card can be played."
For example, this means that for Fierce Battle (AC-017) you draw +4 cards from your inventory, then select another player to get an extra card from theirs. But what about actions cards that give you additional actions? Injection (AC-026), gives you +1 action as a Bonus Icon. Does this mean that you would play that additional action (e.g. Fierce Battle and draw +4 cards) from Injection's Bonus Icon, then settle the effect of Injection by discarding cards and drawing more? And that the Injection text effect must be concluded before you can play, say, a weapon card and ammo cards to explore the mansion? Or is it like Dominion in that an action card text must be settled 100% (regardless of Bonus Icons, which sit on the back burner for a minute) before any additional card can be played, even an action card granted in the Bonus Icons?
You cannot play cards within cards, The game isn't that complicated. You must complete each action fully, icons and effect, before doing anything else. The extra action that injection gives you would just float until it is used. Just like how at the start of the turn you begin with 1 action 1 buy and 1 explore. So essentially yes it is like Dominion in that aspect.

Each card's effect is unique, meaning that if that effect uses "can", it means that specific card's text (as in that copy) can be used once.

Icons always go before text, and always finish a card before moving to the next one. Extra actions simply add to the number of actions that you can play in that turn. In the case of Injection and Fierce Battle, you would play Injection, and the icon would add the ability to play an extra action. At this time, you're still in Injection, where you resolve its text. Then you get to use that extra action to play Fierce Battle.
Consider this as a semi-refrence: Primer Ada has the ability to trade her buy for an extra action; if she uses it, she wouldn't be able to buy without a +Buy Icon, but she'd be able to play 2 actions, even without +Action Icons. Thats all those mean, the ability to play another after the current one.
