No, not an official answer, but no one disagreed there at least, though that was a long time ago. As for the main topic, Mikhail's Level 1 says "Weapons cost you 10 less to buy." To me, that means that for Carlos's effect to work, the Weapon would have to start with a cost of at least 90.

"To buy" is not the same as "to gain." Once it hits your discard pile, it is what ever it is. So an 80 that you can buy for 70 is still an 80 in your discard pile. I can't use a weapon that cost 50 with josh because I bought it for 40 can I? Its common sense.
Carlos' effect says "When you BUY a card with a cost of 80 or more, you can get +1 explore". Shouldn't this mean when you PAY 80 gold or more for a card you get +1 explore? If this is true then Mikhail's effect reduces the cost for weapons by 10 gold so when you buy a broken butterfly you are paying 70 gold and should not get the +1 explore.
Mikhail's ability says that weapons cost 10 gold less to buy. It doesn't say that the price of weapons are reduced by 10, they simply cost you 10 less to buy. Therefore, a Broken Butterfly's gold cost would remain at 80 and Mikhail is simply allowing you to buy it for 70. So yes, Carlos gets the +1 explore.

I'm pretty new to the game and the forums. I got to ask a bunch of questions at the Bandai booth at GenCon and it was immensely helpful. I thought this might be the best place to ask a couple questions since I only own Alliance right now.
You can only attach two cards to a partner and that is weapons or actions, correct?
If Claire is at level two, and I trash a green and a red herb does her base 0 damage become 80?
When can you use an herb? Can you use it while exploring? Like if I flip over a monster that would kill me can I trash a red and green so I go back to full health before it hits me?

1. yes, you may attach weapons from your hand by using up an action. Some actions like "Partners" attach themselves to your partner. You may only have up to 2 cards attached to your partner unless stated otherwise.
2. yes, her first effect activates twice (once for each herb) and her second effect doubles all your damage for the turn.
3. no, you can not use a green herb or first aid spray during an explore. you may use herbs at any other time during your turn, even after you explore.
