Infection Cards

The game states the when your infection level increases, take one card from the top of the infection deck and put it next to the charatcer
The question is: Do I have to put the infection cards in a pile?
It is because when the infection level decreases I have to move a face up infection card back, so I get to choose or select the one at the top?

They go in a face down pile and any card you return goes to the bottom of the pile.
