Start a turn without card

Is this possible to begin your turn without deck and you can't draw a card at the start of your turn ?

1) You draw your new hand at the end of your turn, not at the beginning.
2) If you cannot draw a card from your inventory(deck), you shuffle your discard pile, turn it face down and that is your new deck.
3) If you have no inventory or discard pile, you cannot draw.
4) Yes, here are cards that can force you to discard cards from your hand before your turn.
