Hunk (So good, we actually try to avoid playing scenarios where Great Ambition is buy-able to tone him down; busted if you're not playing Partners)
Billy Coen (Starting with a Flamethrower is incredible, great effects)
Leon S. Kennedy (Great effects, starts with a Quirk)
High Tier
Claire Redfield (Great effects, which are even more useful if Gathering Forces is in the scenario you're playing; starts with a 7-card deck)
Jack Krauser (Starts with a Treasure and an Archrival, really good; second effect makes up for the first effect)
Mid tier
Steve Burnside (Low health, though the auto-healing kind of makes up for it; Good second effect if Uroboros Injection is accessible)
Chris Redfield (Good start, useful effects)
Jill (Brainwashed) (First effect is completely useless if not playing Partners, second effect is only decent and forces you to keep Flash grenades in your Inventory)
Low tier
Carlos Oliveira (First effect isn't even useful until you get the second effect, and even then, hitting stuff for a perfect 25 or 35 is difficult since the only weapon that has odd damage is the Riot Shotgun; gets raped by Uroboros Injection when try to hit for the second effect)
Bottom tier
Josh Stone (First effect is extremely hurtful, second effect is decent but nonexistent if you're not playing Partners)

Kirby: Jill's first effect always gives you the +10 when not playing partner mode. Carlos first effect is useable when using grenades. Russian assault rifle is perfect for his second effect.
Our group doesn't play with custom load-outs as they are just too imbalanced (Billy)

Ah, okay, I didn't know that about Jill's effect. Still kind of useless since we ONLY play Partners since Hunk is stupid.
How do you play without the custom Inventories? I didn't even know you could do that. Me and all my friends only ever play with the custom Inventories, so that's what my tier list is based on.
Wouldn't double Jill team up not work, isn't using Jill (BW) to trash a grenade part of her ability and not you using a grenade, I think it would be like using shattered memories to trash an herb or first aid spray and then also healing since herb and first aid spray say "trash this card to heal x" but you're not actually using the herb or spray.
On topic Claire and Billy are really good, Josh is really bad. Everyone else kinda in the middle but would take Leon and Wesker over any other team. Carlos in my eyes is pretty weak, you need to be exploring twice late game to have a chance and if your trying to use his ability playing a riot gun first is gonna be all sorts of trouble. Hunk is really good if no one else is going for the kill the partner route, great ambitions plus 2 extra cards late game is sweet.
I need to get some more games in to test out the other characters but the above is what I've seen so far.
And we always play partners with default inventories all resources available.

Actually per the rules you only play WITHOUT custom inventories, the custom inventories are just an option when playing mercenaries mode. Usually everyone just starts with 7 Ammo x10, 2 knifes and a handgun. To me the Custom inventories are just to imbalanced to be playing with them. Sure, characters aren't too balanced either, but much more so than the inventories.

Kirby: Wow Custom loadouts with Partners? Just attach that flamethrower on your partner as soon as you can and start dealing a whoppin 25+ damage from turn 1. I probably won't ever play with custom loadouts just because of how imbalanced they really are. Just by the money value one can calculate how they are. Giving a player a 90 gold weapon from turn 1 isn't something I want to play with in my group.

Let me just say this right now.
The fact that you're incorporating tiers into a game that states in the rulebook that you have to choose characters at random is stupid. Every character has perks, every character has at least ONE useful quality. In fact, played with the right Actions,Weapons, and Partners; EVERY CHARACTER IS BROKEN. And I don't mean "broken" in the context of "this characters appears to suck but actually is the best character in the game". Given the right cir****tances, if you're playing with the right hand, you win. End of story.
Also, Tiers? Really? We REALLY needed Tiers in this game? In any Resident Evil game? Its bad enough people think Mercenaries on RE5 has Tiers. Fighting games and some RPGs are given tiers despite the argument I made above. But seriously. Why? When I first played the game I was always throwing my hands up when I played Sheva and gloating when I played Krauser. But after I've familiarized myself with all the characters, I can play as anybody. In a game where once again the rules state you choose your characters randomly...you HAVE TO DO THAT. Its always good to play what's easiest win with. But in most games that could be literally anything.
