I totally called all of your observations about the new Wesker and George without playing either of them once.
I'm OK with everything in Tsu's tier list except re-arrangements within tiers, which is kind of asinine anyway. Just one thing:
I don't see why Steve is that bad though, with Injections. I mean, they essentially become cheaper, better crossbows that can only be used once per turn. So you buy one, maybe two (everyone else is probably going to block you anyway) and you have the added benefit of being able to use them to screw somebody over. And he heals himself. And he combos greatly with set 2 Leon. I'm being nitpicky, but I don't see how he deserves being in bottom tier.

I'm not one to argue about which characters are which tier, but I am ECSTATIC that Lost In Nightmares Jill just went from bottom of the barrel to SUPER useful in a post Outbreak environment since she foregoes infection much more efficiently than all other known characters thus far.
I think GenCon Wesker is closer to a high tier than we're giving him credit for. Both of his effects grant you ease of mind when doing the early game rush for low health kills. I have won several games with him solo, and obviously he's even better in partner mode. Most of the time though, I just let him get killed once, to activate the lvl 1 effect, and that extra card per turn pretty much seals the win for me. You don't have to risk being at 60 max health to make him effective. Get his lvl 1, and a multi-explore weapon and you're good.
GenCon Wesker is one of the best characters, period. Especially in Outbreak mode.
Before someone says that you dont need to die, that would mean you have a vanilla/blank character :l
