Here's my question.Chris' effect lets you do -20 ammo cost to a weapon alone or a weapon type so if you're using the Russian Assault Rifle that do X ammo = X damage.
Does Chris' effect automaticaly deal 20 damage or tou still need to feed the ammo in bullets for it to do damages?

Short answer: He does 20 dmg for 0
Long answer: You yourself set the value for X, so if you set it for 20, it automatically does 20 damage. Now when you want to play the ammo, Chris' ability chimes in and says: "Wait, don't pay that much!" and lowers the ammo requirement to 0, hence dealing 20 damage for 0 ammo.
