I'd try to cut a couple Ninjas if at all possible.

Iruka is cool, but he's best when your Ninja count mostly Lightning Ninja. You're at pretty much 50-50 on Lightning to Water Ninja, meaning that it's all too possible that you never actually get the Discard Pile trigger from him, which is what can be most useful about him as a card. So I would cut him completely. 3 Turn 2 Ninjas should be fine.

You can probably cut 1 Naruto too. Also definitely switch him for [Like Whirlwind]. [A New Technique] is just too slow and requires too much to net you that Rasengan. Even [Pervy Sage's Disciple] would be better, because he can pick up the Rasengan from Discard, meaning you have the ability to pay a Rasengan from your opening hand for something like Dango.

Use [Da Eighth] for your Killer Bee. He jives well with Exhaustion, just as Kimimaro does.

Which Kisame are you playing? Set 23 is probably the best at the moment, in my opinion, because he strains your opponent's resources, and is good vs Revitalize especially because he makes their Tree Summoning always cost 1 Chakra (Additions and Subtractions to Jutsu cost apply After alternate costs are chosen. So they pick to use Tree Summoning for (0) before you apply Kisame's effect of raising the cost by 1).

Darui is fine. He causes strain on decks that revolve around activated effects such as Void. Just make sure you know the difference between Activated Effects and Triggered Effects. Darui doesn't help against put in play effects or anything that uses "When" or "At the start/end".

Consider cutting a 6 drop, so that you only are running 3 total. It's mostly to make room for Missions and Jutsu.

With three spots open ( -1 Iruka, -1 Naruto, -1 6 drop), I would add in 1 more Water Prison, and then do a split of 2 Rival's Challenge and 2 Moment of Weakness. Moment is one of my favorite Water cards at the moment, along with Struggle.

i'd try to fit in the 3rd hokage from kage summit. has both colors and helps get rid of your opponents chakra. a br for a victory is good too. -2 4th hokage for 2 3rd hokage.
unless you just want another user for rasengan. and set 23 rasengan would work better because its removal plus you don't have to pay 3 lightning vs 2 lightning and 1 any. that 1 lightning can be a lot sometimes.

If you running that 4th, a fun card to use is Set 27 Haku. All ninjas +4/+4 and win 2 BRs is nice.
