What is the legality date for Hinata Hyuga pr090 Sasuke Uchiha pr088 Sakura Haruno pr089 and kakuzu pr091?

ok now the 2nd question is gonna be a bit odd.
Player A and Player B are on game 2 of their match
Player B won Game 1
Time is called on Player A's Turn
So they go into end of time procedures Player A finishes the current turn then player B gets a turn then A then B.
On his 2nd turn Player A wins his 10th br
Is the match a draw or do they start game 3 with timeout procedures?

I believe pr088 is legal.
pr090-091 will be tied to set 27 and will be legal to play upon release.
