Player A Plays Hinta Hyuga (N-1213) calling the "Fire" symbol for her effect. Her effect resolves.

During the Exchange of Jutsu, Player B activates the effect of their Kabuto Yakushi (N-1602). Nothing further is added to the chain and Player B attempts to move a random ninja with a "Fire" symbol into play. Is this a legal play?

In other words, can Hinata Hyuga (1213)'s effect prevent a player from putting in play a ninja via a ninja, jutsu, or mission effect?

cannot prevent a player from putting a Ninja in play by an effect.
