Permanent (#)

What does the # represent? I've been reading the forums for quite awhile and the closest I got was to read the rulebook version 2, which I couldn't find. Any help will be greatly appreciated!!

You can always find a copy of the rulebook under "About the Game."

When a Mission with Permanent(X) enters play, it comes in play with X counters on it. At the start of your turn, you remove 1 counter from the Mission. When there are no counters left on the Mission, it moves to your Chakra area.
