They said each element got one of the mechanics in Set 26. The next set they gave it to another element. As of now, each element, aside from Void, has two of the mechanics.

AMBUSH was given more to the villain ninjas. It just so happened that most of them ended up in water. Right now it's fair to assume that Inherit will only be on those two elements. Because Bandai doesn't want every element to have every tech. Just like Flashpoint would stay lightning/wind. It makes sense. Make sure the characteristic stays in 2 elements, that way you have the ability to splash, but it doesn't go on everything like Growth did.

I don't understand why it's so hard for you guys to realize that only Fire and Earth have Inherit. I'm not saying there's no possibility of other elements getting it, I'm just saying we were told each element housed two of the new mechanics. Is this really that abstract of a concept?

If I said "An A is a grade that is only given to good students" does that mean no other student can get an A?

This whole exchange originated from someone saying "At least The 2nd Tsuchikage isn't a Jonin and doesn't have Inherit". I was just pointing out that it wasn't even possible since he is a Tsuchikage, granting him Satoosa, and he is a Void Ninja, making him ineligible to house the Inherit mechanic.
