The card is not bad just because it grants one effect. It's a utility card that will see play in a few decks, mainly Water and Earth, possibly Fire. It's a solid card that can be anything you want so long as you have the Chakra for it. The other Jutsu was also Lightning.

lol, that's what happens when I skim over cards effects
The card is still pretty good in earth and water
