Pain (Human Path)

A couple of minutes ago i was browsing through the general discussion's threads and saw that people were discussing whether or not Pain Human Paths cost effect should hurt the opponent or not. I noticed one commenter said something about Human path possibly removing the 2 cards pernamently...however i see nothing about that on the card. So my question is how can pain human path remove 2 cards pernamently? Mind you i have both the old and errata'd version. And in my opinion the removing 2 cards is NOT the cost...hell thats the effect, having your turn marker at odd is the cost. Then removing 2 is the effect.

has an activated effect with a cost. The cost is to randomly remove 2 cards in a player's hand. If you activated n1099, you would pay the cost and the effect goes on the chain. If n1099 was negated while the effect was on the chain, then the 2 removed cards would not return to the owner's hand.
