Reinforcement Mechanic Question

Am i correct by telling my bf the following: "You may only put a reinforcement in play by either 1). Sacrificing the ninja the reinforcement says sacrifice or 2). If there is no sacrificial requirement on the reinforcement, the non-reinforcement ninja's effect has to let u put it in play. I ask this because i told my bf thats how reinforcements are used, then he duels someone and they reinforce a non effect naruto for n976 . So now my bf thinks you can reinforce any reinforcement simply by meeting its entrance cost and sacrificing a ninja who shares the same name. Hell in that case wouldnt you be able to keep a 0 entrance cost naruto around untill turn 5 to sacrifice for n975? Wouldnt this game be broken? Anywhos, if someone could confirm if i am correct in telling him number 2 that would be greatly appreciated.

You would be correct. A Reinforcement Ninja can only be put in play by paying the Sacrifice or if an effect of regular Ninja lets you put in play a Reinforcement Ninja.
