Healing healthy ninjas

Can u heal healthy ninjas? If so tsunade from set 27 is broken cause u keep making ur opponents ninjas standby even if they are health

Except that Shizune's effect doesn't rely on you actually healing the Ninja. Shizune and Tsunade work completely differently. Please read the cards before accusing me of being incorrect.

Please explain then because they both state to heal target ninja. So if shizune doesn't have to heal. Can you please explain more.

Tsunade uses "In that case" meaning she has to heal for the second part to be applied. Shizune does not, and due to the "Do As Much As You Can" Rule, you don't have to heal but the Ninja does not go out to Battle.

Ok so then in shizune's case you can heal a healthy ninja correct??
