Fire Lord has the In that case clause, which means that you have to actually fully fulfill the action in order to get to the next part of the effect. In the case of Tobi, he has a built in replacement effect that he sends himself to the BRs instead, which invalidates the discarding the Ninja clause of The Fire Lord. Thus, you won't draw any cards.

Yeah, Winning a BR and Getting a BR is the same thing. There is still a distinction as to where winning/getting a BR comes from, which applies to the next question.

This is actually something that a lot of people don't get or it was just never fully explained. Ninjas only win Battle Rewards by going unblocked and scoring a Battle Reward or Outstanding Battle Reward, or in the few cases that exist where an effect specifically references that the Ninja itself is winning the Battle Reward. Anything that says "
You win a Battle Reward" is not considered the Ninja winning a Battle Reward. As such Sakoumo currently Only triggers when he goes unblocked and gets a Battle Reward / Overwhelming Battle Reward. MJM most likely read Windmill wrong, or at least I hope he did.
