No. The best deck in Unlimited is fire animal. But Revitalize is really nice because of the turn 3 Tenzou with wood; giving you access to Four Prison Pillars and Spontaneous Tree on turn 3 (and yes you can deck yourself out easily in Unlimited)

I have to disagree with you there. Making all Jonin's and higher block only only puts down unlimited format as something that shouldn't be recognized as higher level competitive play. Both Block and Unlimited exist to allow players to play in the format they choose, and on that note, there should be no reason both formats don't have their own higher competition levels. |

Chunins were predominately block, but now that jonins are basically "super chunins" chunins can be more lax and become either unlimited or block. It's called progress. Either that happens or nothing changes and unlimited still dwindles. |

for me the problems is the OTKs deck for that is that only few people play in unlimited

This is one reason why a lot of people prefer block. Yes, you're cards only get roughly 2 years of playability, but the meta is ever shifting and deck types (oddly enough) have a lot of variety, sometimes MORE so than unlimited. OTK's are usually snuffed out within a month or so on the rogue list, and the game is generally more enjoyable.
