Lot's of Questions.

First.
During my start phase I have an in play M841 and N1540 comes into play during my start phase. When N1540 activates, would I instead just look at the top 2 cards due to M841's effect?

If yes, would I then also activate floating for the draw of my start phase?

If I have 2 M841 in play and the prior answer to the question is yes, would I activate each floating per draw instance since the wording of floating makes it seem mandatory?

If the second effect of N1498 activates and is negated, is the player able to activate the effect again?
