I'm a little confused.

Is send out to block the same thing as when i declare my blocker team? Ex: a friend of mine declares its atacking team, and i say i block with this team ( is this send out to atack and block? )

No. n1334's effect is applied before EOJ. It happens as soon as he is declared as an attacker.

I assume you are asking when you draw. You would draw as soon as he is sent out to block.

Yes. When your opponent declares his attacking teams, those teams are sent out to attack. When you declare which teams you are using to block, those teams are sent out to block.
