The only real replacement for [Like Whirlwind] at the moment is probably [Keeper of the Nine Tails], only because [Out of Control] and [Pervy Sage's Disciple] don't actually do Anything at all in the deck, and [One's Pride] is the worst Naruto ever printed in this game ever. Honestly, the deck can be tweaked very slightly to accommodate the lack of Naruto, mostly just outright replacing him with some other utility Ninja, though you lose the Squad and possible Sage Mode (which is only relevant if you somehow don't have any chakra on Turn 6 in order to Deidara&Hidan spam).

Set 22 Sai does the same thing as Naruto, but requires 2 earth.
