Not that I'm aware of. I've checked both the Card List and the Legality List. I'm confident they are not legal.

They are legal....they were printed in the starter with shimon and sea monster

Why would they print water cards in a FIRE starter?..... I am 99% positive of their reprint in the water starter

Just look for yourself on any « deck oppening » on y ou tube. I am 100% sure of me... Beside Itachi deck had like all elements in it

Demon Brothers aren't on This List, which is all the current reprints prior to Set 27's starter decks.

I'll do a little more looking around though.

Edit: Yeah, according to the Card Search, the Demon Brothers were reprinted in one of the Set 21 starter decks, not in the current Block legal ones.
