Kurotsuchi would never be able to add a coin to JI. Once the mission is put in play, a coin comes off immediately, then at the beginning of the next turn, another coin comes off before her effect would take place, thus leaving you with essentially nothing

Coins only get removed during your start phase.

no coins are removed at the begging of the turn, so when JI is played a coin is NOT immediately taken off.
