My is battling Who uses I dont not respawn will my Monkey trigger and add the the chain or does he start a new chain?

Jutsu like How do they work?

Q1. I start the chan with Lion's Mane do i have to tell my opponent which effect im going to use or do i choose the effect when my jutsu is about to resolve.

An errata has been made for n1447.
n1447 has a triggered effect that triggers when a Tailed Beast Ninja receives damage. His effect will start a new chain and if it successfully resolves, will deal 1 Damage to another Ninja.

You must choose which modes you will use when you play the Jutsu.
