Flash Point "Put in Play effect" VS Effect Negation

Just to be clear:

If I were to activate "Flashpoint" on The 4th Hokage [N1590], it would come back in to play at the start of my turn.

Therefore, unless there was a blanket ninja effect negation already on the field or an effect that triggers upon a ninja coming into play then, The 4th Hokage's [N1590] second effect will always happen due to him coming into play at the start of the turn rather then the mission phase.

I apologize if this was already explained in a previous thread.
