Tsuchikage N-1435 and "cannot be negated"

Okay so the tsuchikage has two different effects, one negates and top decks the jutsu being used and the other makes the jutsu user standby. In reference to other cards with this similar scenario, i.e. two different effects (any of the kages from kage summit, N-1477, N-1440, etc.) ... Would the Tsuchikage get his effect of making the user standby even if he could not negate the jutsu the user was using?
