whats up guys i have a question about hiruko set 26 puppet ruling. his effect says when this ninja is put in play except by deployment he gains puppet master' what exactly does that mean?? does it mean he technically has manipulation??

In the future, please use cards numbers.

It means gains the Characteristic "Puppet Master" when he is put in play (except when he is deployed).
