I am thinking of replacing paper bomb with something else. If anyone has suggestions, I'm open to them. It's a good concept that needs solidified.

While I appreciate that you want to help, with this build, you are missing a big part of my strategy.

Putting the lightning in it allows Naruto [COP] to discard cards, getting the insect jutsu in the discard pile faster, therefore powering up Whirlwind. and, Should the Whirlwind be discarded, the Jiraiya [IOTHT] will allow you to get it back. The one who lives within also aids in the set up and adds to your hand, though I need a way to get ninja back from the discard pile and in the original build, I had a way, but I lost that list in the move and can't, for the life of me, remember what it was.

Also, flavor is a big part of this deck for me. I require Kurenai, Kiba and Hinata be a part of it. While Kurenai is on element for the deck, Hinata can be if I use [MOVING], as she is also lightning. That is to say, if I keep it lightning, which I plan on.

Where there is a will and a fan, there is a way to make a deck work and still have flavor.

running 2 sage training sets up a potential loops where you can use it over and over getting a plus one to hand and any fire or wind card you want. kinda OP IMO.

That is an excellent idea! Though a fail-safe would be nice just in case they both get discarded. Do you have any suggestions then?

either run more copies, or you can try A rival's challenge, or the promo Eight Ninja dogs.

Ooh, excelent. How would you feel about me removing the paper bombs and replacing them with Eight Ninja Dogs? Since it still falls under sages training with the fire card and I could grab another, more important, lightning card in the process.

And though Unexpected Attack is techy as all get out, I feel that it could be replaced with something better. What would you suggest? Should I keep it?

I still think you should cut one or two of your insect jutsu for more draw, since some of your missions are high tech techs your going to need chakra and draw to keep the deck consistent. I suggest Group Lesson.

I also think you should try night attack instead of unexpected attack. maybe one of each? night attack can be much more deadly. my last suggestion is cut a a naruto for a 3 drop naruto of your choice tho i would recommend Naruto Reliance N-861. this way you can go into Naruto sage mode N-1395 if need be to prevent your from decking/ manipulation of cards with The one who lives within.
