Mental battle vs nus015 vs nus015 vs prus010

I have a few questions of mental battle with shikamaru(nus015) and sakura(prus010)

1- If my opponent and I have shikamaru(nus015) in our respective teams but I have 6 cards on my hand and my
opponent has only 2 cards there is or there isn't mental battle?
2- If I have in the same team shikamaru(nus015) and sakura(prus010) and only 2 cards in my hand, shikamaru
says that there isn't mental battle but if I injure sakura the mental battle can be done or not?

1. You would not perform a Mental Power Battle.
2. You would not perform a Mental Power Battle.

If you have 2 contradicting effects, "cannot" would win.
