I've been trying to make this deck run well for a while now. It seems ok but I would love some tips/advice.

I would love to make this deck decently competitive but I definitely need help in doing so. Any advice is appreciated.

You can't have those minatos in there with those 4th hokages. That makes 5 ninjas with name: the fourth hokage (technically "the 4th hokage" is the same name as "the fourth hokage"). You should remove two of those ninjas so that your deck follows the "three cards with same name per deck rule. The same goes for jiraya, kakashi hatake, and any other ninjas in your deck with the same name. Notice that some ninja cards have "name:x" in their characteristics. That basically means that in addition to the name printed on the card, the card also has the name:"x" listed in the characteristics.

Other than that, you should definitely put three rasengans into the deck because naruto, jiraya, the fourth hokage, and konohamaru (if you put the set 23 rasengans in) can all use rasengan.

You also have 51 cards in the deck (not including reinforcements) and the limit is 50. By the way, the "three cards with the same name per deck" rule does not apply to your reinforcement cards.

You should probably take a look at the rule book and try to model your deck so that it doesn't break any rules set forth therein.

Actually you can have 3x Minato Namikaze and 3x 4th Hokage in your deck. Minato Namikaze has "Name: The 4th Hokage" in his characteristics which is for the unique rule, not the limit 3 per deck rule. You can also have 3x Kakashi Hatake (childhood) and 3x Kakashi hatake, because they are not the exact card name.

^ He knows better and you need to cut one card down to 50, I suggest cutting one Minato to 2

That was my fault I typed this up early in the morning. I run 2 Will of the youth not 3. 3 would be dead draw late game since even if they remove it it can come back.

I just checked the rule book, and I am a total idiot for posting that super long reply without doing my homework. Sorry about that. ,

But I still think that you should put three rasengans in.

I thought about that, cause I used to run explosion of the rasengan in. But wouldn't that create chakra problems late game since I'm using a lot of lightning for that jutsu and no fire? The jutsu I'm using currently, although could be better, uses one specific and one non specific. It allows me to keep my chakra about even in terms of element. I could be wrong though.

And to MadaraUchiha666, what should I replace that Minato with? It's a 50 card deck I just screwed up. It's been fixed.
