1st turn card drawing

Me and my friends were having some discussion about the following:

The rulebook says:

"The player who goes first does not draw a card".

My friends believe this means that nobody draws on turn 0.
Are they correct?

That is incorrect. The player who goes first does not draw. The 2nd player will draw at the start of turn 0.
