Does Kurenai's (n1419) effect work to negate all effects, even jutsu? or is it just for missions and ninja effects that must be activated, not constant? Basically, i guess i need a description of all instances where this card's ability would work

She only negates activated effects. You can find an explanation of different types of effects here and here.

So i read the links, but they didn't make it clear if a jutsu that is on the chain is considered an activated effect. Is there any way that this Kurenai can negate a jutsu?

Jutsus are not activated effects.
