J955 Panic Attack

How does this card work? Panic Attack

Say my opponent uses a Jutsu and I respond with Panic Attack targeting the user, will the Jutsu my opponent use fizzle since its user in not able to play a jutsu? Or does Panic Attack not work like this since my opponents ninja has already attempted to use the jutsu.

Also Another question I had about Jugo (State 2), How would his effect work if you used it twice due to Desperation? Would you discard 2 ninjas or just 1?

1. Any Jutsus put on the chain before j955 resolves will still resolve.
2. You would discard 2 Ninjas.
