So N1520 states that when ever this ninjas combat is 7 or more, discard this ninja and put in play a six tails.

well, first off does the Burst count as him being over 7, aka. say if you burst showed a turn 4+ making naruto a 7.

2nd. does that mean you can bring out six tails before his turn 8 entrance cost.

1. Yes, "Burst" counts.
2. No. Reinforcement Ninjas must always meet Entrance cost.
