1) not guaranteed. Thats about 9 chakra you're using there, so you can loop that MAYBE 2 or 3 times.
2) Ruling is that unless the ink ninjas hit the discard, you don't get the effect.

sage mode doesnt move the chakra to the bottom for ninja effects so you can keep looping the inks with sage mode out, provided the inuzuka clan loop is still legal. on another note with that if replacements stop costs then tp4 naruto and tp4 tenten dont work with revitalize eather lol

I always forget Sage mode doesn't move all chakra.
Also, I believe the rulings below specifically say that "the cost can be replaced, but so long as it's not prevented the effect will trigger"
So revitalize + Tenten or TP4 Naruto should still work. or am I wrong again?

Ruling flip? guess I should actually check the Q&A more often, and when Spiritomb isn't spamming it.
So then I guess that means This ruling needs a change too. After all I still pay the cost to discard the user, even if it was RFG.
