Interesting, he is better. The German version doesn't get the Chakra back at the end of the turn though. I know games like Pokemon had a bunch of translation discrepancies when it was localized to the US so it's not unheard of for something like this to happen.

The german one doesn´t need to get the chakra back, because he doesn´t consume it. You put x cards from your hand to your chakra area and all opponents ninjas get -x/-x. If you have 5 cards in your hand, you get 5 chakra and all your opponent ninjas get -5/-5. a far too strong I think.

But now you have no Hand... And unless you plan playing No-Hand Water it's pretty bad. Even if you were playing No-Hand Water, you're not going to have 5 cards in Hand for his effect, let alone cards in hand plus him and his hand cost. You could end up going No-Hand late game but still, it's a bad card.
