In that case always denotes a cost... Putting "you can" before it means it is optional and thus only once per turn.

If "In that case" is not present, there is no cost. The only exception is the new effect template where the colon is the implied "In that case". The words between "can" and "in that case" are only a cost if "in that case" is present.

Its not that its mandatory and not having a cost, but it is a triggered effect that only occurs when put in play, so it is not an activated effect WITH a cost.

As Wizkid said, it's a Mandatory Trigger. When the Ninja is put into play, you place the entire effect on the chain. When the effect resolves off the chain, you start at the beginning and work your way through the card text.

Mandatory Activated Effects don't exist. Mandatory Triggers don't have a cost, because it doesn't ask you to optionally do something beforehand. Optional Triggers have a cost, such as the double element Ninjas from Weapons of War (Anko, Obito, Chikiru, Sai).

As Tylar said, if it doesn't have the new effect template with the timing and cost printed, then it will always follow the "You can" .... "In that case" to denote a cost.

Yeah i get how the chain works the only thing that was tripping me up was that I thought that mandatory costs existed just like optional costs. Burst's phrasing looked like it indicated a cost but I can see now why that isn't the case.
