I've been playing with this deck for some time and it actually works pretty good. It is a mix of weapen and cloud within the lightning/fire theme. I've tried to use as much lightning and fire but some cards are just to good for this theme to be left out.

I'm running 11 weapen ninja's for 3 copies of Shadow Windmill and 8 cloud ninja's for 2 copies of Mad Skillz

I sometimes am struggling a bit late game. I'm not sure if I should add more 5/6 drops into this deck.

Some changes I would make are in bold. I didn't want to stray too much away from what you were already running. Suigetsu was just really unnecessary in your deck, especially because he's turn 3. You want to play Omoi on turn 3. Every. Single. Game. Trust me. And Karui on turn 2 as well.

Disaster of the Nine Tailed Fox is a decent substitute for the council cards.

I see where you are going with this but I myself have built the deck and it is lightning/fire weapon like yours. Here is my deck list and my deck is block legal and even after rotation the the three or four cards that get rotated will be switched with councils and other goodies
