So here's the problem with Haku. Unless they suddenly change the rules again, "Cannot be the target" doesn't actually mean you can't target the jutsu with an effect or jutsu, it just means that it won't affect it on resolution.
With that in mind, if you opponent has let's say, 9 chakra, and you play a jutsu, thinking "It can't get negated or anything since my opponent has 8 or more chakra" you'd be in for a poor deal when they discard two chakra to play a negation and suddenly have only 7 chakra, meaning that their negation is going to work on that jutsu now.
