If the card ever goes to the discard pile, from anywhere, it is moved to the bottom of its owner's deck instead.

it says "when this card is moved to the discard" so as soon as its discarded b/c of a mill effect, its put to the bottom

If a ninja with Revitalize gets discarded from play (after losing the showdown or dying via EoJ), by the time it hits the discard pile after leaving play, is it considered a CARD at that point and would go to the bottom of deck? Or no?

This is an interesting mechanic. Great synergy with TenTen and After the Battle... Cool.

When it doesn't call it anything besides just a "card", then its always active no matter where it is.

"X Card": X card type that is in an out of play zone.
"X": X card type that is in an in-play zone.
"card": A card that is in any zone.

What happens if there are effects like Shake Hands and Anbu (The Foundation) being active, since cards go to removed from play instead of discard pile. (I know these cards have already rotated out but this is the only way to make mill still playable)

It's decent I suppose. I feel it's not as strong as the others we've seen except maybe Burst, but we haven't seen the full potential of any of the Mechanics. The upsides are that's It's Valid (Has to be I guess or it'd never go off ever) and if we ever get a broken ninja with Revitalize it's pretty much never going away, but I feel like Earth already has a deck build and thus it's a Mechanic that might not get messed around with too much, but we've only seen five cards out of the entire set so I could be dead wrong. Just my two cents.
