There wouldn't be a war. Tobi and a bunch of Zetsus wouldn't win a war. Kubuto wouldn't have anything to offer Tobi so they would never have teamed up.

that seems a tad drastic for several reasons.

for starters, whether they have a chance of winning or not, it would still be a war.

secondly, until naruto showed up, those zetsu's were doing a lot of damage while disguised as the good guys

and then, that still leaves most of the jinchuuriki, all the akatsuki (assuming they didn't follow the burn tradition. but since they are rogues, lets assume they wouldn't) and and ninja who didn't get a proper funeral...meaning the possibility of their bodies being intact.

he certainly wouldnt have had as much to offer, likely most/all the kage for example wouldn't be there. but to say he had NOTHING to offer? heck, i recall tobi agreed to work with kabuto after showing him the revived akatsuki and, more importantly, madara. in theory, so long as madara wasn't burned, the partnership is on.


bad guys would have been far more screwed than they already are though, thats for sure. i mean the kage, especially the raikage, tsuchikage, and mizukage, were among the most troublesome people on the battlefield and, in the case of raikage at the very least, probably wouldnt have been stopped if not for naruto. aside mizukage who was taken out by gaara.

not to say those were the only ones really forcing the good guys to use up time and people, but they were clearly mvp till naruto showed up.
