If the jutsu flamethrower 864 or wind blade 123 is played, since Manda 1083 can negate both jutsus and effects, can I just negate the effect?

When Manda is saying you can negate an effect, it means an effect on the chain, such as a Ninja effect or activated Mission effect.

The entire jutsu card is on the chain, so you must negate the entire Jutsu.
