Hello!! I wanted to know if the draw phase can be skipped? Like if I play Jealousy (M-533) can he still draw at his draw phase? Or is it skipped?

It isn't skipped, but the game will see that Jealousy is stopping you from drawing a card, and as such will set the rule that you cannot draw, no matter what phase it is.
