Gale Style: Laser Circus - Order of Effects?

So, I am wondering with Gale Style: Laser Circus, do you assign the effects as desired, or as written? If I pay that much chakra, I might want to actually kill that target, but if I go with as written, I sort of have to target 2 Ninjas, since an injured Ninja can't be Injured twice, killing him. If 1 Damage kills another Ninja, and then I Injure a Healthy, that's nice, but 1 Damaging a Ninja, thus protecting it from the Injure 1 Ninja effect, seems a bit annoying, and, I suspect, how the card is meant to work. So, can it one-shot a Healthy Ninja, or do the effects have to be applied in order?

It's also slightly weird that it is Wind and Lightning, rather than Water and Lightning, which is what Storm Release actually is; using manipulated water columns to guide targeted, explosive lightning strikes. Oh well, Wind, as an Element, is more worked together with Lightning, in the CCG, so I guess it will work for me.

You always perform a card effect in the order that it is printed.
